Joel Kasakaire is Adara’s Quality Improvement Officer in Uganda.
Joel’s work focuses on data-driven performance improvement, PDSA cycles, health worker mentorship, quality assessments, strengthening QI structures, and translating evidence and routine programme data into practical interventions that improve service delivery and patient outcomes.
Joel is a public health and clinical professional with over five years of experience in quality improvement, clinical care, HIV/TB programming, maternal and child health, research, and health systems strengthening.
He holds a Bachelor of Science in Public Health and a Diploma in Clinical Medicine and Community Health, with certifications in Good Clinical Practice (GCP), Improving Health Care Quality, and Site Improvement through Monitoring System (SIMS).
He has worked with USAID RHITES-EC, URC, LPHS-EC, and MJAP, supporting the delivery and strengthening of HIV/TB and integrated health services.
As a writer, researcher, and conference presenter, Joel has authored and presented over 50 abstracts at national and international scientific and quality improvement forums, including platforms of the International AIDS Society (IAS). He is passionate about using evidence, data, and quality improvement approaches to strengthen health systems, improve service delivery, and contribute to better health outcomes for mothers, newborns, children, and communities.
