Toko is Adara’s Research, Monitoring and Evaluation (RMEL) Manager in Uganda. In this role, he supports Adara’s Monitoring and Evaluation team with the design and implementation of research, monitoring and evaluation frameworks and systems in Uganda.

Toko is an accomplished information scientist with over ten years of experience, he has specialised in Monitoring, Evaluation (M&E), and Geographical Information Systems (GIS). He has successfully led the design and implementation of M&E systems, including the development of data collection tools and Standard Operating Procedures he is also highly skilled in Uganda’s government data management systems and is proficient in data visualization using Power BI, with strong presentation abilities and advanced Excel skills. His technical expertise spans platforms such as ArcGIS, Kobo Collect, Comcare, DHIS2, and Power BI.

Toko holds a Master’s and Postgraduate Diploma in Monitoring and Evaluation from Uganda Technology and Management University, and a bachelor’s degree in information science from the Islamic University in Uganda. His professional journey includes key roles such as Senior M&E Officer at Pathfinder International, EMR Consultant at University Research Co., and M&E Manager at IntraHealth International. His career reflects a consistent focus on strengthening health systems through data-driven decision-making, particularly within Donor-funded projects across Uganda.
